Imam Yahya ibn Sharaf an-Nawawi
إِنَّ اللَّهَ كَتَبَ الْحَسَنَاتِ وَالسَّيِّئَاتِ، ثُمَّ بَيَّنَ ذَلِكَ: فَمَنْ هَمَّ بِحَسَنَةٍ فَلَمْ يَعْمَلْهَا كَتَبَهَا اللَّهُ عِنْدَهُ حَسَنَةً كَامِلَةً
Innallaaha katabal-hasanaati was-sayyi'aat, thumma bayyana dhaalik: faman hamma bihasanatin falam ya'malhaa katabahallaahu 'indahu hasanatan kaaamilah
English
Allah has recorded good deeds and bad deeds. Whoever intends a good deed but does not do it, Allah records it as a complete good deed.

Allah ne nekiyan aur buraiyaan likh di hain. Jo nek kaam karne ka iraada kare aur na kare, Allah uske paas ek poori neki likh deta hai.
